....the FBI stepped in with a covertly developed app called ANOM that was installed on modified mobile phones. Over the past 18 months, the FBI provided phones via unsuspecting middlemen to more than 300 gangs operating in more than 100 countries.
this is similar trick to the dream market place ....if you never heard of that sting check this out ...
it is pretty interesting video ,even if you did hear about it.. basically they set up a fake deep web site and monitor it to accounts, passwords emails and phone numbers

It was specific phones sold through the black market and built by law enforcement. Everything was nix'ed off the phone other than using the specific App.

Reuters reports the gangs believed the system was secure because the phones did not have any other capabilities such as voice or camera functions, and the app was encrypted
